Will Pass: Will Pass is armed with years of knowledge and experience in the affordable and public housing arena. He began his career in public housing with the Baltimore Housing Authority as a Senior Accounting Manager. Mr. Pass has since grown his career and has gone on to hold positions ranging from Chief Financial Officer to Executive Director at numerous Housing Authorities across the country. During his time and tenure at these various authorities he has directly brokered numerous redevelopment deals by solidifying the complex capital stacks within affordable financing transactions. Will is known for being an industry connector that fosters creative partnership to meet the needs of the stake holders. He understands that profit runs the business but helping people achieve more is what drives him. Link to Full Bio.
Christopher Pitt: Christopher Pitt is a Real Estate, Development and Housing Professional with 20 years of experience in the commercial real estate, property management and the affordable housing Industry. A proven operator recognized for well-honed skills in maximizing profitability for multiple portfolios generating expansion while reducing construction and operational expenses is what he is known for. He has oversees all multifamily housing finance and compliance programs, including the origination of taxable and tax-exempt bond loans, HOME loans, State funded loans under several individual programs, and low-income housing tax credits, creating and rehabilitating over 500 units annually. Helping structure and close transactions involving statewide multifamily affordable housing loans, low-income housing tax credits and defaulted loans has been some of his responsibilities. Randy Washington: Randy Washington, President of LSN Contractors & Construction Managers (LSN) (MBE and Section 3 Certified), has over 20 years’ experience with high level construction including Residential, Multifamily, Pharmaceutical facilities, GMP sterile clean suites, Higher Education facilities, Communications Facilities, Historical Buildings, Casinos, Office Buildings, Veteran Residence Renovations, Government Facilities and Commercial Construction. Randy graduated from Temple University with Bachelor’s Degree in Mechanical Engineering, so he brings a unique perspective to construction as he used to design perspective to construction as he used to design the same systems that now installs. This gives LSN an advantage on the coordination, scheduling and completion of projects. Randy, along with the rest of the LSN team, has a deep commitment to community impact and serving others. Jumpstart Wilmington was launched to help Wilmington residents to become developers of their own neighborhood through quality, community-focused real estate development training and financing options. Our program is modeled after the original Jumpstart Germantown Program, which was created by Ken Weinstein to facilitate the revitalization of the Germantown neighborhood of Philadelphia through high quality residential renovations.
Increased local developer capacity in Wilmington is the key to scaling development activity and revitalizing communities more rapidly. We see residents of Wilmington communities as the best resource for neighborhood revitalization, as many have potential to effect positive change in their neighborhoods. Jumpstart Wilmington can provide aspiring developers who live in Wilmington communities with the skills, knowledge, and support they need to rehabilitate key properties, one at a time. In the absence of established real estate developers willing to invest in smaller scale projects, this program will cultivate a force of new local developers who currently reside in Wilmington or have a commitment to improving Wilmington neighborhoods.
